The congress would work more effectively if it manages to bring back the earmarks. These were small funds used to fund some minor projects alongside a big budget from the federal government. If brought back, these funds will help raise or develop some parts of the United States, which are more interior. The funds will help build some roadworks, research loans in the home states and districts where these congressmen come.
Also, the re-introduction of earmarks will help in the development of most interior parts in the United States. Although seen as funds that only the congressmen benefit from but from the fact that they develop their areas, it is a form of development, and the citizens of that area will benefit a lot. Also, as it provides research grants, it is a form of promoting science that the world is depending on right now.
Certain lawmakers gave the reasons why it is difficult to eliminate the earmark funds, and he explained that flinging all earmarks into one huge bill marks it more problematic to recognize and eradicate earmark funds. It is also problematic to repair a delinquent until you can clarify what it is.
