US and WTO conflict and how the US does not get away from it

Chapter two

Introduction

In modern society, international institutions play a big role in allowing countries to obligate specific policies credibly. The World Trade Organization (WTO) is one of the international organizations which play a big role in global governance. The organization is a central factor in global governance, making it been viewed as the highpoint of the multilateral system in economic governance. The organization was established in 1995 as the predecessor of the General Agreement on Tariffs and Trade (GATT), which had been in existence since 1947. The position of the United States influence in World politics, persuasion, and pressure are the main factors that contributed to the establishment of WTO. The organization institutionally obliges domestic and political choices over matters which are about trade and intellectual property. WTO also deals with any regulatory issue, which is trade-related, including labor policies and environmental issues. Some of the organization’s policies have created conflict between the organization and the united states, as the policies have prevented the united states from existing its powers to other countries. The chapter will provide a case study about the conflict between the United States and the World Trade Organization (WTO) and analyze how the organization prevents the United States from getting into its ways, thus impeding its influence.

Analysis of the case study

The World Trade Organization (WTO) prevents the United States from getting into its way of exploiting other countries through politicizing some of the policies which are outside the scope in which the organization operates. The organization achieves this by imposing several reputations resulting from domestic and economic costs to the United States when the country tries to deviate from the established agreement. For instance, from the case study provided, China imposed sanctions of more than $3.6 billion against the United States after the WTO politicized the current conflict between the United States and China, an area the organization is not involved in governing. Based on how the organization operates, member countries are restricted from having the ability to extend or cancel policy concerns within political domains, which are controlled by international organizations.

The United States is well known for offering or retracting foreign policy concessions to control and influence other countries. To achieve this, the country applies measures such as lowering trade protection, offering security concessions, and increasing foreign aid. The application of these approaches makes other countries lose leverage power over the United States. to control the US from enacting its powers over other countries, WTO in response influences the policies of the other countries by making the united states’ options more costly. The organization can achieve this by replacing the costly approaches with less costly approaches, thus limiting the United States’ powers over other countries. WTO uses economic and diplomatic aspects to provide better options, thus managing to limit the powers that the United States has over other countries.

As one of the most influential institutions in global relations, WTO displays an effective setting and structure that can control and regulate states’ power and how countries relate with others. The organization has been able to liberate trade relations among its member states effectively. WTO controls the United States from achieving its mission of exploiting other countries by increasing the trade flows between its member states.

The united states might manipulate the policies implemented by international institutions to pursue their political objectives to its trade partners. Under this circumstance, the World Trade Organization prevents the United States from getting into its way by constraining the country’s ability to manipulate its partners. The organization can limit the powers of the US through constraining policy leverage in the trade domain.

Moreover, the World Trade Organization prevents the united states from achieving its goal over the countries by limiting the country to apply the available trade limits conditionally. The organization may limit the United States’ trade powers by prohibiting trade policies that are discrimination based. To take control of other countries, the US might implement manipulative policies that are based on discrimination, which, as a result, increases the cost. WTO prevents the country from achieving this goal by providing low tariff rates to all member states, thus limiting the influence the United States might have on other countries. All member states are provided with the right to negotiate and come up with the best options. Besides, the organization prevents the united states from achieving its mission over other countries through push strategy. This strategy involves removing trade concessions, influencing other member states not to form trade deals with the country, and reducing cooperation in the main areas. If this is not possible, the organization provides political cover to the victim countries under the conditions that the country has adhered to all the set measures and agreements. Political support is important as it enables other countries to develop domestic reputations and norms, which reduces the impacts of control from other countries.

Conclusion

The chapter provides an analysis of how WTO prevents the United States from getting into its way of controlling and manipulating other countries. The World Trade Organization (WTO) is an international organization that plays a big role in global governance. As a global institution, the organization limits the United States from excising its economic and political powers over other countries.
