Sustainable development and livable communities have been presented as the two planning visions in Godschalk and Campbell. The land use planning has an opportunity and threat in the two visions. With the attainment of the two visions, there are some serious conflicts that will be experienced in the values linked to the two visions.

Sustainable development entails economic development that is carried out without the depletion of natural resources. Every urban planning aim is to ensure that they use sustainable development in their urban planning. With its implementation, a lot of benefits can be attained. There will be a reduction in the sprawling up of slums or destruction of the terrains during construction works. Sustainable development can be understood in very many ways. The vision of sustainable development aims at balancing the needs against an awareness of the social, environmental and economic limitation that the society is facing. Sustainable development focuses on one special need without looking into other needs. Sustainable development can, therefore, cause future negative impacts. It can bring about a huge financial crisis due to the changes in the global climate as a result of over-dependence on fossil fuel-based energy and irresponsible banking.

The livable communities are the communities that are safe and secure. They are affordable and have the right transportation and housing options. Every livable community must have supportive community features and services. In the future urban setting, it should be a goal to ensure that livable communities are achieved. The livable communities constitute healthier residents, happier residents of people of all ages and in all their life stages. The inclusion of the livable communities in urban planning will help eliminate most of the challenges that are faced with city residents. When both the two visions would be implemented, the livable communities and the sustainable developments, coming up with estates that are conducive for human occupation and that helps in the preservation of the natural resources can be easily achieved. Not every sustainable community is livable. There are communities that can be sustainable to other organisms but not livable to human beings. Livability is thus part of the sustainability that entails people being able to build a community in a given time and space. For the two visions to be realized, urban planners must take into consideration some factors. When they are fully implemented, positive outcomes can be seen in the community.

There are value conflicts that can be seen in the two planning visions. There are challenges in the planning of sustainable development. Sustainable development incorporates new visions for livable communities. Sustainable development looks into ways of solving the conflicts among ecological preservation, economic development, and intergenerational equity. Sustainable development should help secure the present generation without compromising the future generation in the bid to meet the current needs. The conflicts that are experienced in the economy, thrusts of environment and equity have made sustainable development to have limited success. There are contradictions among the goals of sustainable development as Campbell have shown them in a triangle with a goal at each point and the conflicts being experienced at the axes because of the contradictions that are taking place between them. The resource conflict experienced between the ecological utility and economic utility is experienced where the compelling claims on the usage of the natural resources and the conservation of their ability to reproduce. There is also the development conflict in sustainable development. To ensure that sustainable development is fully achieved, it is important to look into ways that can be used to do away with or solve the existing value conflicts in sustainable development. Compromises can be made to ensure a better society is achieved.

Livable conflicts are also faced with some challenges. It is hard to achieve a community that is healthier, happier and the environment is maintained. What makes it challenging is the value conflicts experienced in the livable communities. Livable community being an important aspect that must be considered in the land use planning, there is a need to look into how the value conflicts can be minimized or be done away with. Livability revolves around the level of everyday physical environment and aims at placemaking. New urbanism is a new concept in livability that aims at re-establishing the relationship that exists between the makings of community, an art of development through the participation of the citizens

The property and the development conflicts are inherently more difficult to deal with compared to resource conflict because they encompass the livability and sustainable development. Being able to achieve all the two without making compromises is difficult. The value conflicts cause numerous challenges in the property and development conflicts. Resource conflict is less difficult to deal with because they have very few contradictions in them. Planners can use the livability prism and also sustainability prism that will help overlook te value conflicts and give the best solutions to dealing with the issues.
